Wiring LED Hex Light Kit

I have ended up with an LED hex light kit for my garage which has turned up with no instructions and no transformer.

According to the vendor (who has now apparently vanished) they work on any voltage between 85v and 265v.
They have been supplied with a plug which has 2 wires tails on... one white and one black.

Couple of questions:
Firstly, is it normal for LED strips to operate at mains voltage with no transformer? Everything else I've bought has always run at 12v.
Secondly, is this likely to be an American system, so white is neutral and black is live?
Anything else I should know before I fit a plug and install them?
