This is on my OEM lower engine guards. I don't want it to weaken over time so that the thing literally is like a chocolate fireguard.

I can spray and brush off the rust but is there an effective longterm paint coat etc that I can use?

Assuming it's not rusting from the inside then wire brush, kurust, seam sealer around the joint, then paint over the top.

Unknown - that's the issue. If it's penetrated within already.

Best case - replace, a good but drastic solution - remove bead blast and powder coated?

You can clean it up and spray/touch it up but in my experience that'll only last a year or so.

Otherwise, remove it and get it blasted and coated. Probably looking at £30-50 depending on who does it

Wire wheel it down to bare metal, sand, and paint with a rust prevention paint like rustoleum.
