I was shocked to see that “no one may employ an unlicensed driver”. My new intern doesn’t have a licence (yet). We thought it was fine as they mainly do PowerPoints. Who knew we were breaking the law?

To rephrase, 'no one may employ a person as a driver who is not licensed'
