Having promotional caps made

I'm interested in having some caps made for promotional purposes. Decent quality with a woven logo on the front

I spoke to a chap who used to have watches made in china about ten years ago and he suggested looking at Portugal for supply. Lead times and quality much better than China supply. He also mentioned Vietnam as a source

I think I'd prefer to pay more and buy in Portugal

Any pointers on how to go about this? Would look to order 1000 to start with
