Why Aren’t People Using Their Fog Lights in Thick Fog

I had an interesting drive from the Midlands to Yorkshire today in thick fog. Visibility was poor, and what really struck me was the number of cars I passed with only their daytime running lights (DRLs) on.
For those who might not know, DRLs do not activate rear lights, meaning these cars were practically invisible from behind unless you were very close. Only a handful of drivers seemed to have their fog lights on, despite the conditions clearly warranting them.
It got me thinking:
Are people unaware of what their fog lights are for?
Do drivers assume DRLs are enough for all conditions?
