Priority over normal parking space for EV's?

In Truro at the weekend and so was everyone else for the M&S sales as it was heaving in there with take-no-prisoner grannies.
Drove into a pay and display car park and was lucky enough to get the last space (not disabled, not EV charging point, not reserved, not anything, just a standard public space), where I reversed in quickly and neatly a la PH man. I got out of the car to be confronted by the driver of the EV that entered the car park behind me and had now parked across me. Her first words were:
"You need to move, because my car is electric".
I had Mrs V. and Vikingette2 with me so I knew I had to be measured in my response and being 50, I know from life experience that arguing or engaging with stupid people is pointless.
So I said nothing and gave her my dirtiest look (now my come to bed one) and walked off.

There are some parking spaces in a town near me that I only ever use when I want a kebab late at night. Recently some charging posts have been installed next to those spaces and the council have painted "EV" on the road next to them. I haven't figured out whether this is supposed to mean that EVs can charge there, or whether the spaces are now only for use by EVs. It doesn't say "EV only". Just "EV". I've never seen any EVs actually parked there after 9pm - it's mostly signwritten crew cab pickups owned by large tattoo-sleeved heavily-bearded landscapers or stone merchants. Or perhaps their husbands...

Seems madness to me as you get EV's blocking the entrance to the car park and causing traffic to block the slip off the M6 as they wait to get a charging spot
They've prioritised the spots for EVs by the entrance to the shops but not thinking of the knock on effect of the positioning

For an EV space to be an EV space, you'd think it'd need to have a charger, so the OP defo not at fault.
However, on the recently pointed out issue, if it has a charger and you're not charging, by parking there you're depriving someone else of a charger they may need, therefore very bad form in my eyes, how bad depending on the quantity of others and speed of chargers.
