Are NIPs sent recorded delivery?

Hi all. Bit of a long one so bear with me!
I was caught speeding on 13/12/24. 79mph in a 70 limit on a dual carriageway at 11am on a clear bright day. Hands held up I was going a bit quick.
I received the NIP - (I think, not had one before but it said what I was alleged to have done and asked me to either return it or fill in an online form using a PIN code). I did that straight away and have the email confirming this.
Earlier on the same day (but before) I received the NIP though (Monday 23/12) I saw another police speed camera van in a 30mph zone. I’m almost certain I was doing 30-32mph at the most as I am always careful in 30 zones as I do a lot of walking about and hate cars flying past me. It was as the limit changes from 40-30 though I’m sure (as is my passenger) I wasn’t speeding but I’m now paranoid I just had t slowed quickly enough.
Today I’ve returned home from work to find there’s been an attempt to deliver a recorded delivery ‘something’ and I can’t think of anything I’m expecting so I can only assume it’s to do with this somehow?
Anyone have any idea of what it could be? Perhaps naively I didn’t think 79 in a 70 would result in a court summons (it’s the first time I’ve ever been caught speeding or committed any offence in nearly 30 years of driving) and I doubt the 30mph one would be either. The first where I was caught and received the NIP was in Norfolk, second that I’m not sure about was in Suffolk if that makes any difference.
Anyone hazard a guess to try and alleviate my concerns?!

Unless they were mindful of post being likely delayed over the Christmas period and decided to play safe by issuing any 'festive' NIPs by Recorded Delivery.
If they did this, the notices would be considered served irrespective whether they were dropped through the letterbox in time, late or not at all.

Interestingly, I used to send mine special delivery until one was returned as not accepted. By the time I found out it was after the 14 day limit.
Since then it's either hand delivered if local or first class only.

"A notice required by this section to be served on any person may be served on that person—
(a) by delivering it to him;
(b) by addressing it to him and leaving it at his last known address; or
(c) by sending it by registered post, recorded delivery service or first class post addressed to him at his last known address."

It seems you’re (hopefully) right. A present my wife ordered for me apparently hasn’t arrived and after a bit of digging this is it. She’d forgotten all about it (was only a couple of quid, the recorded delivery must’ve cost as much as the gift!) and is uncontactable during the day so I’ve been stewing!ETA just curious why you have settled on it being a NIP? I think I just thought it would be Sod’s Law to not get any speeding tickets in nearly 30 years then get two in a week so I’ve been nervously waiting for the post in case I got caught on that same day I received my first ever one.

Plus I cant remember the last time anything was delivered recorded delivery!

ETA I was right royally pissed off getting another NIP today for 38 in a 30, having done a course just before Christmas for 35 in a 30. It transpired it was Miss Bert, not me, phew. And she has a course in hand as it were!
