M4 Wiltshire section - variable limits

Strange this one....I really should of been paying more attention:
Yesterday on the M4 I think between J16-17 I was pootling along at approx 70 and noticed a police car at the side with a speed gun. The problem is although it was after all the snow the information signs on this stretch had the warning for snow and this is the key bit....either an advisory speed of 40 or a speed limit of 40....I have no idea!
This is way after the variable speed limit sections on the M4 however do they use these information signs to impose reduced speed limits in poor weather or are these advisory (was at 8.30'ish yesterday)?
If it was a reduced speed limit I am toast I guess at 70 in a 40 is not good so thought I ask on here while I wait the 14 days to see

Red border on either triangle or circle are compulsory, not advisory.

Out that way, the variable speed section isn't until you get to Bristol. It's between the M32 & M5.
As there aren't any roadworks either, currently any speed related sign between Reading (Jn12) and Bristol will be advisory.

Red circle with numbers in centre = MANDATORY SPEED LIMIT
Amber numbers illuminated = Advisory maximum speed
