No probate granted

I was hoping that someone might be able to point me in the right direction and tell me who i need to speak to for legal or financial advice.
My dad passed away a couple of years ago, and i sorted out most of his admin apart from one thing, his stocks and shares account.
The account he had was with Hargreaves Lansdown, I have an account with them too, the accounts are linked.
One of the last things he said to me, in the event that he passes away, is that i access his account and transfer the funds from his cash account, sell all of the shares, to which he gave me all of his logon details.
Subsequently when he did pass away, this was the first thing i did.
The end part of last year Hargraves Lansdown froze my account as they want to see probate, but after waiting months, i can see that no probate has been granted and the case is now closed with Gov dept.
So, at the moment i currently have a frozen account and i'm not able to sell of my holdings, and some of the shares are unfortunately dropping in price and i'm losing out.
I cannot gain probate, but i'm not yet sure why, and Hargraves Lansdown won't unfreeze my account until they receive probate.
What is odd though, is that after signing their forms, they have released his SIPP funds into my bank account.
Now there are no funds left in his account and i believe that they may have now closed his account.
Yet, they still won't unfreeze my account.
I'm a bit stuck as to what to do next.

Thankfully dad was quite simple when it came to his finances.
His life insurance was held in a trust and they just wanted to see a death certificate, then the funds were released in a couple of days.
I sent the same certificate to other companies and to the bank, they were happy with that, so no probate was required.
To be honest apart from the insurance and the shares, everything was small denomination of a few quid here or there.
He did have a car on a finance, but they arranged collection and closed the account with nothing outstanding and again, no need for probate.
So, to answer your question, I'm the only one that has arranged for probate as it was only requested by Hargreaves Lansdown.
