asphalt dumped on live lane by malfunctioning lorry

Yesterday while driving I came across asphalt dumped on the road in patches in my lane and I could not switch lanes due to fast moving traffic and as a result had to go over it and then I saw the broken down lorry with a lot of spilled asphalt parked ahead
Unfortunately my car tires had gone over the fresh asphalt as well as the body has a it of it
How do I get rid of it and is it dangerous to drive like this till i find a way to remove it from the tires?
isn't the council responsible and is there any redress for this? Unfortunately i could not take a pic of the lorry with the contractors name though

That happened to me many years ago, however I was in a hire car. I washed the tar off the bodywork with paraffin and it was fine. I had the car for about two months or so more and I never noticed any issues with paintwork. If it was my own car I would have put some effort into putting some protection on after cleaning just to be safe.
I was on the M6 so by the time I left the motorway there was no tar showing on the tyre treads.

Who do you think has been negligent and therefore responsible? A break-down, or malfunction, is always possible and is not negligence in most cases.Unfortunately my car tires had gone over the fresh asphalt as well as the body has a it of it
