Temporary import/export Northern Ireland/Ireland

One of the guys who works on my team has to spend some time in Ireland / Northern Ireland, perhaps working there for a few days seven or eight times a year.
Last year he was stopped at customs and told that he needs to temporarily import his tools and then export them back at the end of the trip. I've yet to find a good website to help us make sure we get this process right, and the local cover over there we have tried is a bit rubbish.
Any tips/advice/ideas of where to look would be appreciated!

Customs at an NI port or Dublin?
I've heard of bands getting a Carnet for their equipment when doing tours in Europe.
You have to declare everything you take to use and take to use and bring back, can be a bit of a nightmare, we used an export company to do all the paperwork for us but I can’t recall who that was and my contract finished at that company.
We planned to send a van and tools over there to put in storage and just send consumables and a man as and when required.

Dublin, but I think the regs are the same for Northern Ireland. Anything other than Dublin is a huge pain anyway as he lives on Anglessey
I was going to suggest going via Scotland to NI port but that's a hell of a drive from Anglesey. You can apply for an ATA Carnet through the Dublin Chamber of Commerce.
Or what about renting space in one of them big box storage places and leaving equipment there when it's needed?
Once in the country there is no checking between NI and ROI.
