Noise Reduction - Reducing Fan Noise And A Loud Tick

I've installed a diesel heater in a van
The fan unit has a loud 'wind noise' from the inlet - the outlet is ok
I can't add an acoustic intake tube because it's too close to the side of a van. If I hold a towel over it (not blocking the intake) it is significantly reduced
I was thinking of building a box around it - would lining the box with acoustic (or standard) foam help - I've read up on absorption but I'm not sure if it would help in this situation
The other noise is a tick from it's diesel pump unit. I have isolated it under the van, suspended on cable ties but it is still audible. I've tried wrapping it in foam - as expected it made no difference
I was thinking about building a plywood box around it - would foam lining help with that ?
