Breakdown on Park Lane

For years, there's been a breakdown truck parked on Park Lane, C&S somebody. Often there's someone sitting in it. I assume it's so they can clear breakdowns on a bottleneck road quickly. What's C&S's deal? Are they paid by TFL to sit there? And do we do that for other such London roads (I don't know, the A4 flyover, say)?

You have wreckers either side of the Dartford crossing 24/7. Must be a cushy job.

They are a breakdown company, having a depot in central London is clearly going to be expensive so I imagine they just use it as an operating base so they can get to jobs.
If you have to wait for work might as well wait near it.
