Are you personally exporting the car or just selling to someone else who is?
If you’re selling then you complete section 2 on the v5c as usual. It’s then up to the buyer who is exporting it to complete section 5 once they receive their new V5C as the person who is taking the vehicle out of the country competes this section.

The export section can’t be used to notify a change of owner so the process is as follows.The seller will get their refund when the section 2 transfer of ownership is completed.
The buyer then has to option to either declare SORN or tax it till they receive a V5C in their name. Once they have this they complete the person export section 5.
Apologies if I wasn't clear, I'm not asking how you do it, I've already sold the car. I'm asking how long it'll take for DVLA to update their databases/info (so that's a little bit of admin ticked off for my peace of mind) and to issue a VED refund (which is substantial enough that I'd like it but not so much that I might forget about it if they take forever).
Asking only as I can safely assume it'll take longer than when selling a car "normally" but I just want to know how much longer, roughly.

Selling a car to someone who is exporting it takes exactly the same length of time as it does when you sell it to someone who is keeping it in the U.K. as both only require you as the seller to complete section 2 on the v5c. It makes no difference to you what the buyer then does with the car once it’s theirs as the export paperwork is their responsibility to complete once the v5c has been transferred and they have it in their name.
Assuming you notified the change of keeper online then everything will happen quite quickly.
Done what I should have done initially and revisited the DVLA website, which says 4-6 weeks for exports. Which sounds about the same as normal, as per the reply above.
For clarity, I didn't follow the instructions given above when selling, I followed those given on the DVLA website which I think is why we weren't quite on the same page. I'm sure you are also correct and that there's more than one way to go about it.

Just to conclude this one, notified the DVLA on 12/1, got the refund today. So 8ish weeks. Little bit longer than quoted which is to be expected I suppose.
For the avoidance of doubt and future reference, for exporting the car I followed the instructions on the DVLA website and as per the V5, not as advised on this thread or a previous one I started when I was selling it. I completed section 5 of the V5, sent that to the DVLA by post with the buyer's details and other important info (e.g. date of sale, etc.) and gave the rest of the V5 to the buyer to help with registration when they got home. There were no third parties involved and I didn't do any change of keeper stuff online.
