On tv,
how do the fuzz out the nuber plates on cars?
anyone help?

it's just a pixelate tool which is drawn big enough and interpolated across frames. for example:

frame 1 draw big box
frame 20 draw big box
frame 30 draw big box...

then the program will simply move the box in small increments to the new location per x frames. That is assuming there are no big direction changes in those frames mind.

I use the clone tool in Photoshop. Is there an easier way?

You can do it with Premier Pro and After Effects but that seems like a lot of money to spend for pixelation (unless of course you are trying to avoid a NIP but want to publish a feat of daring do on the net)

PS: You have to use After Effects Pro and the motion tracker whotsis to do it...
