The frame & cover start at around £100 for drive over versions.
If you can brush back the loose material and reset a new frame yourself (you might need to cut some of the existing cement away to get a new seat for the new frame) it would just be the cost of the materials.
The brickwork might not be up to drive-over loads so it might be you’ve been quoted for a someone to totally reformat the top of the drain to spread the load wider?

Just to add that existing solution is missing a frame and was just laid over the drain. Take the opportunity to set a proper frame in there and it will also help contain smells while being useful for maintenance access.
If you have separate access close by and really want to drive over it, you could consider capping the drain but that might prove a little more expensive.

Superficially it looks like a possible DIY job. The bigger issue is why has the frame broken? I am guessing that it is an area of the driveway that is being driven over.
The process needs to be
Remove the stones to fully expose the cover and frame
Carefully break out the frame

Prepare support for the frame - this is the hard bit as levels may need to be adjusted and it looks like it may need to be fixed into brickwork to prevent horizontal movement. Bed the frame on a 1:3 sand/cement mortar.
Make good when set.
If you cant do it yourself then get a few quotes from general handyman. What you will pay depends on your location and availability of labour but £1,000 seems to be on the high side.
