This new card's tech spec is PCIe 5.0 x16
If I installed this on my PC (ASUS TUF Z390) which is PCIE 3.0, will it work ok?

Yes it will work.

Have a look at this video - they cover the differences and it shows the PCI generation of the motherboard has very little impact on frame rates.
