How about starting by the government taxing the mega corps that off shore their tax affairs such that they pay a pittance in comparison to the in country revenue generated.
That would be a good start.
Then not having strategic infrastructure privately operated so that profit comes before reinvestment.

Always made me snigger that pledge, given how much gas and electric have gone up and continue to do so and likely by much more come 2030, it's a bit of a nonsense claim!

Anyhow I wonder how a "high earner" will be defined, anyone earning higher than minimum wage is my guess!
