Pension carry forward and self assessment

Hi all. Could I have a little help with tax returns please.
As a PAYE, for the first time I’ve made contributions to an employer’s pension plan last tax year over the £60k allowance. Simply put I want to use the carry forward of previous years to avoids charges
I’m confused with whether I need to make a self assessment. On the initial online check list, HMRC says I need to, but because I can carry forward previous years’ allowances and there are no charges due, I don’t need to.
Please can someone clarify. Thanks
