Rendered plinth repair

My rendered plinth is showing its age with elements blistering and falling away (seems to mostly be the surface layer).
I’m hoping I can carry out a repair rather than replacement.
Assuming I do repair what’s the best route to attack? Best to get a tub of ready mixed?

Do you have a 115mm angle grinder? If yes, buy some type of abrasive disc for it and remove all the black paint. If the remaining render seems sound and doesn’t look too bad, I’d be tempted to leave as is, I’m guessing the dpc sits atop the render course and any paint will always have a job remaining in a decent condition below dpc level. If the render is too scabby to be left, some Toupret exterior filler followed by your masonry paint of choice should do the job.
