Grant Boiler sooting the photo cell

Not mine but my mate’s newish Grant boiler keeps sooting the photo cell up and knocking the flame out. It’s an heating oil boiler. The plumber has done a check and he said it’s set nice and lean and he can’t fathom out why the photo cell keeps sooting up.
Apologies but I haven’t a clue on boilers.
