Enforcement of byelaws

A cemetery in my town has a sign as you enter listing things that are forbidden under local byelaws. Pretty standard stuff like "dogs must be on leads", "no cycling" and so on.

I was musing as to how such byelaws are enforced so had a quick Google just now. Council officers enforce them, magistrates hand out the penalties. What I don't understand is how a council officer can enforce such a byelaws. The police obviously have certain powers to detain, compel you to provide your particulars, arrest and so on..

If a council officer sees you riding a bicycle or walking a dog where you shouldn't be, what can they actually do about it?

they cant, they would have to call the police to enforce anything.

Blimey, good luck with finding a policeman, let alone one who is fussed that someone is pedalling at walking pace instead of pushing their bicycle then.

I'll errr... Be sure to respect all the byelaws. whistle

What about all these no cycle zones where the council were issuing fines?

This was really the crux of my question. A policeman has certain powers, but if a council employee stops you and says "I'm giving you a fine. What's your name and address?" presumably you can just ignore them and carry on. But I wasn't sure if that was really the case if they start shouting "I'm an officer of Fulchester Council and you are obliged to give me your particulars!!!"
