I have a pair of BB Vintage Low Round Back Bucket seats in my Latham F2 but need to get lower in the car.

Demon Tweeks show dimensions of seating but I can not work out which get your backside closest to the floor.

Do you know of any seats designed to be bolted straight to the floor?

you can buy a shell that bolts to the floor,
you could go all F1 and use foam to mould to your rear end,

When I had a Fisher Furry, I took a seat from the local scout hut. Metal frame and plastic shell.
Removed it from the frame and bolted it to the floor with a wood seat rail.

You can buy just shells from motorsports type supplies companys

from google the seat base on those looks massive. i'd find a local upholsterer and see what they can do with what you have first.

I had the same issue with those seats, they were too wide and sat too high, ended up with some fibreglass bucket seats from Jo and very happy with them.

I've an ex FF seat that was cut about a little to fit in a Caterham, been going to throw it out for ages but I'm not exactly local to you.
