Burned out vehicle

There have been several burned out vehicles in the area recently - I believe one was a genuine accident and another possible arson.
Can someone tell me who is responsible for removing them and how quickly they should be acting legally?
AFAIK it is the council (who's own website say they will remove burned out vehicles within 24 hours) but they tell me they FIRST need to contact the DVLA to get ownership details etc etc etc so it turns into weeks unless I get involved with formal complaints.
The one that was claimed to be an accident was left in a very dangerous position on a blind junction, with heat warped metal sticking out at every angle and still they claimed they needed to contact the DVLA, and even then still let the insurers have a chance of removal....
Both of these are on residential roads near junctions with glass and debris everywhere. I believe they already know who the owner is of the one which was apparantly set alight.
