Can anyone tell me what the "NR 34" and the "21810476" means ?

NR 34 means its the 34th frame of the video in that second. There are 50 frames/second

The first 4 of the next 8 numbers are the officers police number the second 4 of the 8 are the site number.

18 09 05 is the weight of the driver in stones/pounds/ounces.
