TPS setting voltage or Rover Gauge

Hmm. Not really sure on this info. Typically a throttle pot that is adjusted correctly will go from 5% to 97% corrected range. It should not drop below 2% minimum or the ECU may throw a fault code saying the T.P. is out of range.
My Rover Gauge shows corrected range as 0% to 97% and 4% absolute. To get the figures above would need the voltage to be at to approx 0.65 volts.
