Looks dodgy to me. Check his answers to the questions. Why wouldn't you be able to use a Cerb in NZ? I've asked him the same.
Of course, it makes perfect sense to ship a car halfway round the world. Clincher's got to be the 'amazing factory sound system'.

Hi reasons could be genuine, long story, but NZ changed its vehicle import rules a few years ago and TVR are treated as a 'mass production' vehicle maker. So no airbags or frontal impact system=no use on the road.
I'm from NZ and believe me, I've looked into this with a view to taking mine home....

There have been quite a few TVR's imported into NZ recently by owners not doing their homework.
Most are usually from Japan,hence the km's.
Word of warning to would be purchasers,NZ has a huge number of used Jap imports where they have been damaged or written off,then repaired before shipping.
This happened to a Tuscan down here,where it was not elligable for export back to Japan no UK due to it previously being a write off.

It's a Japan spec car - smaller rear number plate, slightly different shape to the rear end car. Jasper Gilder's got one in this Country. The advert also says it has a Kms speedo, which "should" be changed to a mph one, if you import it into this country and I believe you'd have to pay 17.5% VAT on its second hand value. Look at the interior and it also looks like a 1996 car?
