Hi I've seen a number plate I quite like I have been following for a while (2/3 years). It's advertised on a few online sites one site is cheaper than others. I don't know how to work out who may actually have the plate and who is just brokering. It's 3 letters and 2 numbers (the same number).
The price is quite high I think so therefore would like to make a lower offer, I'm trying to figure out how to do this, any help is appreciated.

I’d suggest that whoever is selling it for the least is the source of the plate. They may not actually own it either because they may be advertising it on behalf of a private seller.

Find the cheapest place and then see if it adds VAT if you add it to your basket.

Call the site with the cheapest figure and say you want to make an offer below asking price... just go from there, they'll either own the plate and therefore can decide for themselves what they're prepared to take, or they'll be trying to sell on behalf of someone in which case they'll speak to the owner and put an offer forward.

As a potential buyer you've got nothing to lose just speaking with them and finding out the situation...
