"NCB doesn't overlap by more than 30 days"

Trying to insure a new vehicle, and had the email to confirm some documents, all the usual stuff, but this one part of the NCB is concerning me - the NCB can't overlap the start date by more than 30 days, are they suggesting that an un-used NCB is only valid for 30 days? I thought it was two years?!
The situation is that I had another car, plus company vehicle which allowed occasional personal use, so I could use that when needed. Other car has been off the road for repairs, so didn't bother to renew the insurance. That was more than 30 days ago. Had use of company vehicle so was in no rush to renew. Now purchased another vehicle.
I've never heard of this before, all previous insurers have been fine with NCB un-used for much longer than this. The big concern now is that they do not accept the NCB and cancel the policy. Has anyone else had issues with this?

Surely overlap means you can't use the one NCB on 2 policies for more than 30 days.
So you're old car is with insurer A and you're going to sell it and cancel. You picked up new car on 1 Oct and insured it with Insurer B. You've got until 30 Oct to sell your old car to free up the NCB. If you don't, they won't allow the NCB form 1 oct, but only from when you sell your old car.
Or maybe I'm misunderstanding?
