The list is for 'Rock' acts. I know defining genres can be a bit abstract sometimes but might explain the Beatles being omitted as I'm not certain I'd put them in the same pot as the others there.
I'm not surprised Led Zeppelin isn't there. They are far more eclectic than the likes of Queen and Fleetwood Mac which have far broader appeal. I may be painting a broad brush but I'd guess most Zeppelin fans will still be LP listeners and as good as they are, haven't endured quite as much as others.

Most played 'on radio and tv'
...which is slightly different to what rock fans themselves might have listened to, played most, or bought.
Brian May says he's 'astounded' and big thank you to all our 'fans'.
Is it 'fans' who are deciding what's played on 'radio or tv'?
Hardly, unless it'a a request programme.

I kind of get that list in the OP, as Queen, U2, Rolling Stones, and - to a certain extent - Stereophonics have a pallet of great tunes that appeal to a wide range of demographics.
Me? Well I like many of the tunes from all of the above (I especially think The Stereophonics are criminally underrated). However, although - IMO - Led Zep and Black Sabbath and AC/DC and Deep Purple wrote better "rock" tunes, they were always buried inside great albums rather than released as singles.

I would say one of the reasons Queen topped the list is you can hear them on radio 1,radio 2 ,70s radio ,80s rsdio ,90s radio , classic rock stations, heavy metal stations ,radio x, pop stations etc etc they are the very definition of eclectic ,in fact another one bites the dust was number one on the billboard black charts back in the day the first white people to top such a chart .I'm not surprised Led Zeppelin isn't there. They are also by a distance the most listened to band on streaming services , 10 m more subscribers than the Beatles on Spotify alone .Love them or loathe them they have endured more than any other band .
