I thought 0870 was a premium number and 0845 was local rate?

0845 is local rate, 0870 is national rate and 09xx is premium rate. You should still be able to dial an 0845 number from abroad, though. I can certainly call 0800 numbers from the US - you normally get a message saying "you'll be charged normal international rates for this call" but it should go through.

My experience has always been that it is not possible to call 0845 numbers from abroad.

Its also worth considering that whilst 0845 numbers are nominally local rate depending on your pricing plan it might be cheaper to call a geographic number instead. This applies whether calling from a landline or mobile.

Yes. I can call 'proper' numbers for free, but have to pay for 0845 etc.
