Crew survived, but it looks like two ground staff were unfortunate enough to be in the wrong place at the wrong time.
I've not seen anything about poor weather - mechanical failure?

Just looks like a normal landing with an abrupt left turn at about 90 knots and then over the grass and into the water at 50-70 knots by the looks of ADSB data. The airport report the car the security guards were in was on the edge of the sea wall so no where near the runway - talk about bad luck.
Unless they bounced it and caused the gear to depart then I guess its most likely going to be mechanical failure or maybe FOD. Or something weird like asymmetric thrust during reverse and once they got a wheel on the grass there was no going back.
