The handbrake needs more than 3 clicks to fully put it on properly. I assume the cable has stretched as it has spent most of its 12 years parked with the handbrake on.

A couple of main dealers have quoted about £250 including VAT to adjust it. This seems very costly for what may be about 10 minutes work whilst it's in for its 12 year service.

Or, am I not fulling understanding the work involved?

I have just checked my F30 and it is 5 clicks, and that's is what I would expect, I could even get 6 if I pulled hard. Looking at the parking brake lever angle, that seems normal. My wife's Fabia is about 5 too, and not excessive. Why do you think more than 3 clicks is excessive? The F30 is 9 years old, the Fabia 13 years old.
I expect you know this, but with a drum-in-hat rear brake set up (a drum for parking brakes, and a disc for service brake), you do need to occasionally bring the car to a halt on the parking brake (from about walking pace), to ensure the shoe and drum get some moving frictional use.
Nowadays, parking brake cables rarely stretch enough to be significant.

I'm pretty sure I read somewhere, or saw on YouTube, about the 3, or 4,clicks.

What ever the correct clicks are, it needs more than when new, and my other half has a little difficulty pulling it up to stop it rolling away.

However, I did not know about bringing it to a halt on the handbrake, so I'll try this before she books it in. Thanks.

I got the local family garage we use to adjust the handbrake on my partner's old F31 when it was in for a service.
I can't remember the exact figure on the invoice but I want to say something like £50/60.
