Hi - my wife has just had an NIP for parking on white zig-zag lines by a pelican crossing on Sunday morning at 7.05am.

Issued by police not a civil enforcement officer, so could end up with 3 points. BUT, she's been told the officer didn't witness it, it was just some vigilante member of the public who is going round taking photos of illegally parked cars and sending them to the police.

Is the NIP valid? and the photo admissible?

I don’t see any reason why it would be invalid based on a member of public taking the photo and not an officer/person of authority,

Same way dash cam videos from the public are used to prosecute driving infringements surely

Bang to rights in my view.

imagine this, im driving towards said crossing with a view blocked by some twunt parked on the zigzags and fail to see the child crossing the road.

Agree. The zig zags are there to ensure full visibility of the crossing for approaching vehicles. Time or day is no mitigation.

I would have thought the image is evidence of the offence, regardless of who took it.

People are only human, we live and learn,

A quick search shows up the following link results, a few other county sites also state that members of the public can send in photos of zig zag parking for prosecution so i don’t think there’s much to it other than accepting any forthcoming consequences;

If she wanted to try get off it, she would need to go the court route, then hope that the prosecution either drop it or the witness who took the pic doesn't turn up. Without that witness to testify, the evidence is heresay and inadmissible.

A clear photo of the vehicle parked on the zig zag lines could be considered hearsay? not arguing purely curious

Not sure where the rest of it becomes valid but hopefully it's not a reflection on your driving/eyesight/ability to see traffic lights?

She was illegally parked then on your own admission?
