Cat urinating blood

Elvis is a 3 year old persian who has been very healthy until recently, he's been urinating blood and leaking blood when he gets out the litter box, small drops of blood out of the litterbox, he has been excessively grooming himself and he is in and out of the litterbox.
We have taken him to the vet 3 times, hes had his urine tested and theyve prescribed us some antibiotics for a bacterial infection that hasn't done anything, hes still doing it.
They gave us another course of anti biotics and the same thing.
He drinks and eats as normal, still playful but just urinates blood.
Today he didn't urinate for a few hours or drink any water and the mrs who is already worried, worried further and booked an ultrasound.
£400 for the actual scan, £300 for the anasthetic and day patient rate.
Our insurance is only covered for £1,000 and you can only claim once a year, next year we cant claim for the same condition, they have made it impossible for us to insure him for further cover and other insurance companies wont insure for pre existing medical conditions. It's capitalism so I won't complain about the cold hearted nature
Anyways, there is some information about it being a stress issue that causes it

For her it was a bit of a mix of things that helped :
1) She was a dry food girl but I switched her to wet food
2) Antibiotics
3) Feliway diffusers that help with stress
It might be very stubborn cystitis that just needs time, antibiotics and TLC.
One episode for my old girl required three rounds of antibiotics to clear it up

We've had this at various times with both our cats and seems to be mainly stress related when the kids go too wild when they are nearby. As above, wet food, antibiotics and feliways seem to help along with removing the cause of stress (in our case stopping the kids having friends round for a few days etc)
It's much worse in male cats due to the smaller urethra so if he stops going to the toilet altogether it's a real emergency requiring immediate treatment
