Seen a few episodes of this, raises a few questions in my mind.
They show containers full of stolen cars at Felixstowe container port. Do the port authorities know who has sent that container to the port so can identify those responsible??
They also show cars which have been tracked and parked up to "cool off", why not set up a watch on it to see who comes to collect ? They appear to take it away almost immediately.
Asking the PH knowledge base as I don't know.

The second part is due to manpower and should they actually catch someone, they'll just claim they've been asked to go and pick a car up and drop it off somewhere. So they won't be charged with anything anyway.

Seen a couple of these programmes, think in one they called the police before reclaiming the car, in the other they used a spare key from the hire company but yes, a stake out to catch the thieves would sound sensible but maybe the cost in manpower if it takes a week and if the crooks turn up en mass with weapons...

They should re-load the container with half a dozen write offs from a scrap yard and send it on its way....

Great idea, ps off those at the other end who will get back at the thieves.
