2009 R57 Mini convertible top is stuck

The top appears to be stuck against the rear roll bar, and will not complete the top down lock, nor will it go up. There is a small plastic piece that has broken at the end of the part of the top on the left side as you face the rear of the car that rests on the shelf - not sure whether that was part of the reason for the malfunction, or just a consequence of it. Does anybody know whether this piece is essential to the proper function of the top?

Any ideas as to how to resolve the issue with the non-functioning top?
