HMRC sent bill for already paid Spanish income tax

It's not to do with dual tax - it's the Spanish claiming they haven't been paid. He has proof he has paid, but apparently that doesn't matter!
Mate thinks a reciprocol agreement means HMRC have already paid this, so now they won't discuss it, they just want the money.
There are Spanish lawyers in the UK who can attempt to deal with this but they've told him it'll cost more than £30K and the costs aren't recoverable. I looked at the website for one and they make it pretty clear they're only interested in talking to HNW people.
