OK it's only the 4 smallest councils such as Orkney, but £33K!
And when you look at what the other council leaders across Scotland are getting, ie Glasgow £230K, Aberdeen £202K and you look at the cuts in services, it's like "give me your money, I want it all for myself"

Dumfries and Galloway ceo is getting a 13% pay rise taking her to £ 220 k.
That is shocking , especially because the council is in an awful state with lay=offs etc.

As an Orcadian, and as the OP mentioned Orkney specifically, then he is right to be astonished. Council here constantly bleating they have no money to provide services with, yet manage to fund all sorts of rubbish that is not needed. On a motoring them, yesterday, they were out in the afternoon lashing salt on roads in pouring rain, before a bout of even more pouring rain overnight. Forecast was for rain and tempertaures of 5 - 7 degrees. This morning, its still black, wet roads, which are still getting rinsed with horizontal rain. Buts probably double double time for the boys.

Bioggest trouble we have here with executives in the Council is people moving here to take up the position for a few years, driving the services even more into the ground, then leaving to go and do the same somewhere else. And getting golden hellos, silly pay levels and golden handshakes when the go. frown
