Outsourced Accessibility Services

We're working on a sizeable project for a group of five district councils that involves awareness raising around recycling and waste services targeting around 350,000 homes. Within this is need to accommodate matters around accessibility (language, braille, audio, etc...). Each of the districts operate their own accessibility services but none are willing to take the overarching lead and we want to avoid having multiple contacts and resources. So, they've turned to us to see if we can provide a central, overarching resource for this.

I've no problem with translation, transcribing and production but we're not really geared up or sufficiently skilled to handle incoming requests and fulfilment.

Does anyone know of any outsourced service that could handle this type of work?
