In my road there's been a car parked blocking the footpath for the last month. It hasn't moved in that time and has a flat tyre. None of my neighbours recognise the vehicle or have any knowledge of who the owner might be

It has tax and MOT until next November. I emailed the police as a potentially stolen vehicle. They stayed they had no indication of it having been stolen and said they wouldn't be attending but suggested I report it to the council.

I've attempted to report it as an abandoned vehicle but the council web site says they won't treat it as abandoned as it has tax and MOT

Any (legal) suggestions please on other avenues to try

If it's blocking a footpath then it's likely parked illegally, get back on to the council and report the illegal parking, once it gets a few tickets the owner, or the council, may do something.

If the test was done in November (a month ago max) could a local garage have parked it there after doing an MOT on it? Owner hasnt been able to collect or pay for it?

I live in a semi rural area and the nearest MOT garage is about a mile away so always a possibility I suppose

If it is obstructing a pedestrian (with mobility aid, a push chair etc) then it is obstruction - ipso facto.

What makes it abandoned? What makes it stolen?

Its a public highway. He or she could leave it outside your house for the next year.

The council suggest indicators of an abandoned vehicle will be lack MOT / Tax , be in a poor state of repair and not moved for a while. Stolen would seem to be more cut and dried.

I fully understand if it has tax and MOT it can park on the road freely for the year. What is annoying is the pavement parking and I've seen it cause issues for neighbours with mobility issues, and pushchair users. It's pretty anti social and whilst not at the extreme end quite annoying.

Take a photo of someone being unable to pass on the pavement and send that to the police.
As I hinted at earlier, parking on a pavement may only be illegal if it is causing an actual obstruction (that's what our neighbourhood bobby told us at our council meeting).

Never mind sending it to the police, post a pic here! We all want to see how bad (or not) the parking is, and the condition of the car, to make our own dismissive judgement on it from afar.

Usually when some in a car/van parks up on the bit at the side of the road where people walk up and down. But instead of being courteous (they can’t be, because they’re s), it doesn’t allow people to get past.
I’ll dig some crayons out later and do you a sketch if you’re struggling to picture it.

We have had a few issues with vehicles parked and left on the pavement so as to make it impossible for a pram or wheelchair to pass.

We were fortunate ti have the email address for a PCSO who was very proactive - he was able to obtain the registered keepers details and pay them a visit for said vehicle to be removed.

I would be inclined to report to the police and if nothing happens after a short period of time, the report again and hopefully eventually something will happen.

Which would need to be sorted before it’s driven away. That doesn’t mean it can’t be parked on a public road if it has tax and insurance.

For the OP, the most likely way to get it removed was if it was found to be causing more of an obstruction. If it happened to move so it was in the road or totally blocking the pavement it’d soon get shifted.

Well thanks for the unnecessarily ttty post. Neither you or I have any idea what the parking situation is in this case so a picture from the OP will be much better that your ludicrous idea.
