The low height that the lights are fitted at is always going to compromise their performance. After that, the poor wiring is going to compromise incandescent bulbs performance.
Nightbreakers are a quality upgrade over standard bulbs, but still not going to perform as they should because of the two points above.

Just put a decent quality LED bulb in that has the correct beam pattern. Although technically its a mot failure according to the rules, to fail it the tester needs to physically see that its a led through the glass, which is pretty much impossible.
Most testers will appreciate the rules are silly and ultimately you are more visible on the road and you can see better so its actually a safety improvement.

Even with Osram nightbreakers or similar the lights are still pathetic and bordering on dangerous especially on Motorways. My MOT fellow has no problem with decent LEDS if fitted correctly and not causing glare. They make a tremendous difference. Dont buy from eBay though unless a well known specialist.
