I've searched on the National Grid and UK Power Network websites for the meter number but neither of them recognizes it. There's no bills, otherwise I would know, but the electricity is running. It's on a new build that doesn't have an address yet.

Quite possible that the developer has applied for a block of MPANs for the estate, but the DNO are working through their backlog. Builder wants to get it tested and energised, hence what you've got.

The house is standalone, there's no block. And it's been running for a year. It doesn't have an address because it's not really finished, but there's a couple of lightbulbs that run fine.

That looks like a meter for solar panels.

There should be another meter that is for the main supply somewhere near that one.

You should be able to access the other meter to hopefully find out more info.

The RH of the display has a vertical bar against 'import' on the front panel, the display is showing import now export from panels.

Some years ago, I had a discrepancy with the address vs meter number. There is a database which only the DNO has access to and they will only talk to electricity retailers about it. This rumbled on through two retailers, eventually a nice person at octopus got it sorted. Because I told them I wasn't giving them any money until they did!
