It's an Ear-Type CV Boot Clamp Plier also sometimes used for fuel lines and cooling systems.
The distinctive feature you see in the centre of the jaws is actually a forming plate. Its job is to press down on the top of the "ear" (the raised loop) of a metal clamp while the jaws squeeze the sides. This ensures the clamp is crimped into the correct square shape without the metal buckling or twisting.
