Delays for HGV Provisional

Hi everyone,
I am trying to get my provisional. I say trying because I first sent off for it in October. I changed my address and applied for the provisional at the same time.
I do the DVLA check and the prov entitlement is there from 2022 (?!?!) but my address is my old address.
They have send a couple of letters to my new address for the eye test, etc but I have neve had any correspondence with the application number on it.
Anyway, I last heard something when I booked my eye test in December and I want to know where my licence is as I sent off my old one with my application.
How do I contact the DVLA, the phone number is just some automated useless things and I can't find a proper email address
