Car buying decisions / caravanning with a van

Looking to go from 1 thirsty car and a van, to 2 cars and a van
We have a twin axle avondale 650-6 1700kg MTPLM
First main car choice is a tesla model s, which cant tow anything in the uk.
We also want a second cheap spare car, to be used only occasionally , so looking for something with cheap road tax as i dont want to be paying 40+ quid a month for something that sees hardly any use. Would prefer £23 a month max tax bracket, plus sensible mpg, or better. Dont need anything fun, got motorbikes for thrills.
That doesnt really gel with 1700kg towing capavity in a £2k car though. Dont mind a wee project fixer upper.
So,decision time.
Option one, second car, either a mk4 mondeo, manual freelander 2, audi a6 2 litre diesel, 2 litre diesel v70, If i am careful with model and year selection you can get 1800kg towing capacity in a reasonable tax band and mpg. Out of those quite intrigued by the freelander. After being put off because of epic unrelibaility from a series 2, then a couple of range rovers plus the same from a string of rovers i said i was done with british cars, but the fl2 looks a different kettle of fish. Downside is its still a few quid more running costs for something that will be rarely used.
Option 2, second car go for something like a diesel clio, 35 quid a year road tax and a squillion mpg.
Then for caravan holidays we take my MAN TGE, a rebadged vw crafter. Its immaculately clean, unsignwritten, dark metallic grey. It would be handy for taking the bikes, inflatable boats etc, its mega specced and mega comfy for long days driving, I would rather drive the length of the country in my van than the mrs Q5, and to be fair I kind of have , I have put 150k miles on it from new. It is thirsty as hell all the time, but strangely mpg barely changes when towing.
The downside to option 2 is most caravan sites in their rules say no commercials, although every site we have been to has had at least 1 commercial with a caravan on another pitch in it. I am sure they just put that in there so they can turn away travellers.
