Billable EV chargers

I need to install some (3) EV charge points as part of a small development but need them to operate on a billable basis.
Does anyone know what the easiest way of achieving this is?
They need to be there for compliance with planning conditions but probably won't get used much (and hence won't generate any meaningful revenue). The ideal solution would therefore seem to be something that avoided complex apps or large subscriptions.
Any experience from people with multi-user sites would be really appreciated.

No specific knowledge, but I assume you mean 3 fast chargers (7 to 22kW) and not the big rapid chargers.
Will they also be open to the public or intended for private use?
Yes: just 7-22kW range would suffice, it's semi-public (hospitality/leisure) development but not going to be open for all and sundry to park up and charge (which probably rules out renting the space to a commercial operator).Will they also be open to the public or intended for private use?
