Resealing a boiler flue - 4 floors up

My daughter lives in a 4th floor flat and her gas boiler was "condemned" last week as the gas engineer said that the flue needed resealed and it's not something that he would do - so she's in a bit of a panic.

Can this be dealt with from the inside or is it a scaffolding job to fix? Sorry not much detail but it feels to me that I might be able to use something like expanding foam or fire cement from the inside to seal any gaps around the fluw.....or is there more to it than that???

Hopefully he's going to get the ladders out & repair the rendering he blew off coring from the inside.
