"A network of low-traffic neighbourhoods (LTNs) has been ruled unlawful by a judge who found that they were introduced chiefly to raise millions of pounds from motorists rather than to cut pollution or improve road safety.

The High Court ruled on Thursday that cash-strapped Croydon council in south London had used its powers for an “improper purpose” when it decided to make the six LTNs permanent in 2024."
