I think surface rust is a feature of this sort of thing rather than a failure?
OP - are you looking to cook on it or just use it to take the chill off?
Would a cast iron chiminea suffice? We have one from Gardens4less that came with a swing out cooking grill (which I removed as I didn't want it). I see they do some similar looking to the one you posted..

A rusty chiminea sat next to broken Dyson at the end of the drive, waiting for the scrap man, does seem to be a tableaux of modern times.If you don’t mind the rusty look, have a look at products made with Corten steel.
